最近几天SB 6346, 华州income tax 法案，占尽了新闻头条。就连Seattle Time 的Editorial Board 也于2月22日，罕见的发文反对该法案。尽管州长和民主党议员们坚持这只是个针对百万富翁的法案，但是清醒的民众马上就指出，这实质上就是要在华州开征income tax。
45区民主党众议员，Larry Springer ，今年多次在公开场合承认，民众需要准备好2031年交income tax 的心理准备。在Bellevue Chamber 的一次会议上他明确的说：“民众为什么要以为income tax 2031年不会落到他们头上？他们不该这样以为。Why should the public assume that it’s not going to be an income tax on them by 2031…you shouldn’t….” 而在之后的一次Town Hall上，他再次明确的说，“如果选民们让这个income tax 通过，这个税到2031年会落到每个人的头上。if voters allow this income tax to stand, it will be changed to tax everyone by 2031.”
所以，如果SB 6346 顺利立法，华州2031年就会全面征收income tax。
Seattle Time 的Editorial Board 在2月22日的社论中毫不客气的指出，“无论州长和民主党如何将该法案狡辩称百万富翁税，这个法案的语言非常明确。这就是面向全体华州民众的税。No matter how many times the governor and the Democrats spin this as a ‘millionaire’s tax,’ the bill language is clear. This is a tax on Washingtonians, with a standard deduction of $1 million. That deduction could be reduced by future Legislatures…”
SB 6346 提起人，Jamie Pedersen 2018 年的一封邮件最近浮出水面。邮件里他详细的列出了他在华州推行progressive income tax 的计划。他说，通过capital gain tax 的法律上的好处： 可以给华州高院更改1934 和1951年作出的income tax 是property tax 的决定。用Pedersen 的原话说，如果他们成功，simple majority（而不是修宪需要的super majority），实施progressive income tax. (“But the more important benefit of passing a capital gains tax is on the legal side, from my perspective. The other side will challenge it as an unconstitutional property tax. This will give the Supreme Court the opportunity to revisit its bad decisions from 1934 and 1951 that income is property and will make it possible, if we succeed, to enact a progressive income tax with a simple majority vote. “)
华州2021年通过capital gain tax, 一切都在按照Pedersen 的计划完美的完成。终于，2026年，他打着征收富人税的名头，将income tax 推到了大家面前。有了capital gain tax 的高院判决，Pedersen 感觉胜券在握。在被问到该法案违宪时， Pedersen 明确说了该法案的目的就是要华州高院对income tax 重新进行解读。 (“We want the state Supreme Court to reconsider its ruling. That is not a bug; that is a feature of the proposal.”) 言下之意是要借民主党控制的华州高院之手将income tax 从违宪解读为合法，从而实现他广征income tax的梦想。
继参议院公听有6万多民众登记反对该法案后，众议院公听，又创造了11 万多人登记反对该法案的新高。面对这么多反对的声音，民主党高层先是在参议院公听会后诋毁登记的民众是机器人（bot）。在众议院公听会开始之前，又有民主党的组织以有人多次登记为理由，企图淡化登记反对的人数。我们进行了统计, 支持和反对方都有重名。支持方约22% 重名，反对方约29% 重名。去掉所有重名的名字，反对方83,214 人 ，支持方9.880 人。约89% 对8% 的比例。以上数字不包括登记发言的人数。
很明显，华州民众不支持income tax。工会有几十万的会员，却无法调动他们的会员出来支持。于是，他们另一部令人不齿的表演就在昨天，众议院公听会上上演了。
公听会定在2月24日上午8点开始。我们注意到2月23日下午3点到5点之间突然有大批支持SB 6346 的人登记发言。在此之前，从2月18日开放登记到2月23日3点之前，只有18人登记发言支持该法案。然而在2月23日下午3点到5点之前，突然有60人登记。而且他们都是三人一组，以panel 的方式登记发言。所以肯定是有组织的行为。而不是民众自发的个人登记。
在2月24日的公听会上，委员会副主席很有默契的逐一安排这批人突然登记的支持者发言。从2月23日，下午3:07 分登记的第一个panel开始，毫无错漏的叫到了2月23日，下午4:17分登记的panel。而第一个被叫到发言的就是当初反R-88 一役，对方campaign 的chair, April Sims. 她故技重施，打苦情牌，支持该法案。与之相比，很多2月18日就登记发言的反方没有得到发言。有几个反方发言人，亲自到了现场。一直等到最后才给机会发言。2月24日的公听会就是一次预先安排好的show, 反方的民众就是陪演。据我们统计,尽管登记发言的66% 是反方，仅31%是支持方，公听会发言的比例却是反过来的： 38 位发言支持，仅31位发言反对，另外4位发言Other。而这一切又正好是他们的圈套。在2月24日的记者会上，45区参议员，Manka Dhingra说，”We rely on people who actually come and testify/”. Pedersen 在回答记者提问时说“we don’t … pay attention to people who signed in but not to testify”.
如果他们不给反对方民众公平的发言机会，他们就有借口罔顾民意，一意孤行。
众议院委员会将于2月27日上午8点投票表决。目前众议院委员会里10位民主党，5位共和党。只需要3位民主党加入共和党反对，该法案就出不了委员会。10位民主党中，有3位正好在华人众多的41区， 45区和48区。华人反对的声音很重要。尤其48区的Amy Walen 和 45区的Larry Springer 都表示了对该法案的担忧。41区的Janice Zahn 立场不明。大家需要积极表态，给反对这个法案的议员撑腰，让他们有底气投反对票。也要让给态度不明的议员施压，让她投反对票。
